PC not detecting Graphics Card (r9 280)

I recently got a XFX R9 280 to replace a GTX 560ti and I can't get my PC to detect the card. I've run a driver cleaner and Ccleaner to be sure I got all the remains of the gtx driver out. However I can't install the driver for the new card because my computer does not realize one is there. It's not in the device manager either being hidden away. Speccy detects something is in the pcie slot but does not say what it is.

my bios is fully updated.

Set up
OS: Windows 8.1
CPU - FX-8320
PSU - Corsair Enthusiast Series 750w
MoBo: msi 970a-g46

If the card has both power leads from the PSU connected and properly pushed in the slot most likely you have received a DOA card.

if you have another machine on hand try installing it in the 2nd pc. If that's a no go its probably doa.

Update

On a whim I tried my old GPU and I got the same error. I also got a new mobo after (Asus m599...) And no go either, although I no longer have my old gpu to test.

Yes and no. Yes in that I need to card to get a display, no in that the card really does anything important right now. All it is is the Microsoft basic display adapter or whatever, not the actual card information.

While I have not actually replicated this issue on my current MoBo. It was replicated on my previous one with my old GPU. Again, this GPU was used just fine in the exact setup and when I tried to re-install it nothing happened. So I'm suspecting the r9 280 is fine and something is up with my windows.

Also, I've already reset my Cmos, tried multiple PCIE bays, did a manual delete of all traces of the old driver, reseated my ram, booted with the MoBo outside of the case etc. The only thing I really have left I can think about is to reset windows and see if it will detect on a clean system.

Ok you are then getting video from the card and having trouble installing drivers. Have you tried doing it through windows update or without any virus protection enabled?

I downloaded it from windows update. For some reason an error was stopping me from installing the update correctly so I had to run an error fixer.
