i am not talking about the windforce model of 290x specifically simply any brand of 290x will be the best performer as far as GPUs go

That cpu will most likely bottleneck either a 290 , 780 or 290x
I'd suggest you a new motherboard , cpu , 8gb of ddr3 ram , a new psu and gpu , because that build is pretty outdated .
Here's what i came up with :

PCPartPicker part list / Price breakdown by merchant / Benchmarks

CPU: AMD FX-8320 3.5GHz 8-Core Processor ($139.99 @ Amazon)
Motherboard: ASRock 970 EXTREME4 ATX AM3+ Motherboard ($86.48 @ OutletPC)
Memory: A-Data XPG V1.0 8GB (2 x 4GB) DDR3-1600 Memory ($68.99 @ Newegg)
Video Card: MSI Radeon R9 280 3GB TWIN FROZR Video Card ($200.00 @ Newegg)
Power Supply: SeaSonic S12II 620W 80+ Bronze Certified ATX Power Supply ($71.30 @ Newegg)
Total: $566.76
(Prices include shipping, taxes, and discounts when available.)

It's 16 extra dollars than your budget , but i'm sure you can wait a little to afford 16 bucks ^^

If I were you I would still keep the CPU and upgrade the GPU, as the GPU is what is holding you back big time. I would buy a CPU cooler and overclock your phenom to make it keep up with the 290X the best it can. After the GPU upgrade, then you should start looking into a CPU upgrade to maybe an i5.

8GB of ram will help, but certainly not as much as a GPU upgrade will. With 8GB of ram you might not even see a difference when gaming.

i always think that FOR RUNNING GAMES AT THEIR BOTTLENECK GPU IS THE MOST IMPORTANT one can run this gen games even with pentium or any dual core pc but for gaming rig graphic card is the most important it increases the FPS and textures and over all quality also so still most of my buget is on gpu and then ram.....

ok so make a bujet on every thing now which needed to be updated and money matters now tell me if i should add more 100 bucks but just $100 only

If you want a new system I'd go with this:

PCPartPicker part list / Price breakdown by merchant / Benchmarks

CPU: AMD FX-8320 3.5GHz 8-Core Processor ($139.99 @ Newegg)
CPU Cooler: Cooler Master Hyper 212 EVO 82.9 CFM Sleeve Bearing CPU Cooler ($29.98 @ OutletPC)
Motherboard: Gigabyte GA-970A-UD3P ATX AM3+ Motherboard ($77.98 @ Newegg)
Memory: Corsair XMS3 4GB (1 x 4GB) DDR3-1600 Memory ($36.56 @ Amazon)
Video Card: XFX Radeon R9 280X 3GB Double Dissipation Video Card ($259.99 @ NCIX US)
Total: $544.50
(Prices include shipping, taxes, and discounts when available.)
(Generated by PCPartPicker 2014-06-06 14:15 EDT-0400)

You will see a massive difference compared to your current system.

ok just spent $100 on this http://www.newegg.com/Product/Product.aspx?Item=N82E16811139042 is that good i think its good and thanks RAZERZ for that suggestions as i like the cpu and Motherboard too.. and the cooler which one should i buy arctic one or the cooler master one and should i buy a new PSU also as i want to put some LED's in that cabin and which colour will look good again THX... RAZERZ you are the best...i can spent more money i am not a money minded person but that should worth it and should last long for at least 3-4 years and after that time for an update again......

For the cooler the Cooler Master Hyper 212 EVO will do for mild overclocking. If you could raise your budget higher I would go for a Corsair H100i. The case you picked out is a good one.

For the LEDs, that's really your preference. If you can't make up your mind go with a multi color set so you could always change it.

About the PSU, I'd recommend to buy a new one if your current one is more than four years old.
