W7 Loads & Shuts down... but Loading Screen Stuck

I have an ongoing issue with my Windows 7 install in that although it boots up completely, the loading screen refuses to close. I get the windows chimes, I can blindly enter my password and even shut down the session (with windows key > right arrow > enter). The problem is that the desktop is still overlayed with the windows load screen.

The only way I have been able to ensure the loading screen closes is via the following time-consuming method:

1) Boot in Safe Mode
2) Schedule a disk check of my system drive (inc. 'Scan for and fix bad sector' option)
3) Reboot into Repair My Computer
4) CMD prompt 'bootrec.exe /FixMbr' and restart
5) Wait for the disk check to complete

It then starts normally and actually displays the password screen.

Prior to this issue I was only using Windows Firewall and Microsoft Security Essentials so to try and rule out the possibility that this was caused by a virus I've used many products to sweep my system including Adware Cleaner, Autoruns, CCleaner, HitmanPro, JRT and Malwarebytes. I'm now using Avast! as my main antiviral.

This issue first emerged after I added some additional (second hand) memory. One of these sticks did not work and I was bluescreened out of windows, it was then okay for a while after I had removed the offending article. The only other hardware change at the same time was a switch from an older AMD graphics card to the current one listed below. I've done a check of the old memory still in the machine and it reports no errors.

Any advice or ideas welcome.
