You can definitely get better than that for a $1300 rig before adding the monitors, I would suggest something like this:

PCPartPicker part list / Price breakdown by merchant / Benchmarks

CPU: Intel Core i5-4670K 3.4GHz Quad-Core Processor ($233.98 @ SuperBiiz)
CPU Cooler: Noctua NH-U9B SE2 37.9 CFM CPU Cooler ($48.99 @ Amazon)
Motherboard: ASRock Z97 EXTREME6 ATX LGA1150 Motherboard ($169.99 @ Newegg)
Memory: G.Skill Ripjaws X Series 8GB (2 x 4GB) DDR3-2133 Memory ($79.99 @ Newegg)
Storage: Crucial M550 128GB 2.5" Solid State Drive ($94.99 @ Adorama)
Storage: Seagate Barracuda 1TB 3.5" 7200RPM Internal Hard Drive ($49.99 @ Amazon)
Video Card: EVGA GeForce GTX 780 3GB Superclocked ACX Video Card ($479.99 @ Newegg)
Case: NZXT Phantom 410 (White) ATX Mid Tower Case ($83.16 @ Amazon)
Power Supply: EVGA 750W 80+ Gold Certified Fully-Modular ATX Power Supply ($94.99 @ NCIX US)
Optical Drive: Lite-On iHAS124-04 DVD/CD Writer ($23.99 @ Amazon)
Total: $1360.06
(Prices include shipping, taxes, and discounts when available.)

Then add whatever monitor(s) you want and OS license and you're good to go.

You might want the r9 290x since it has more vram which is more helpful for multi monitor setups

I'm personally not a fan of the R9s because of all the heating, overclocking and driver issues associated with them. I mean if you look at some of the games that are being made now that are huge resource hogs like Wolfenstein: The New Order and Battlefield 4, they require special patches in order to properly function on the R9s.

I own a 290x and I haven't found anything wrong with them. Also, I believe the 290x outperforms the 780 in a lot of games... Especially for 3 monitors as more vram proves to be better with 3 monitors.

The GTX 780 out performs the 280X in most tests: http://www.anandtech.com/bench/product/1041?vs=1036

The 290X and the 780TI both perform about the same: http://www.anandtech.com/bench/product/1056?vs=1072

Yes, but I'm comparing the gtx780 to the r9 290x because they are the same price.
