Looking for a good range extender for a reasonable price

I am looking for a good, reliable range extender to use with an Ethernet port. This isn't going to be connected to a pc or anything, it's for my dad's cell dead zone problem.

He lives in an area where his house doesn't receive a cell phone signal (and it has nothing to do with a bad company, trust me on this), he got a device that he can use to create a signal zone in his house, but the problem is it needs to be connected to a router and receive a satellite signal, the problem is there is no port upstairs for him to connect to, and the router is in the basement, where it won't receive a satellite signal.

I was thinking that instead of running a cable upstairs (so long and tripping hazard for the dogs) or drilling a hole in the wall and somehow getting it downstairs (very difficult and time consuming), this would work as a cleaner and easier solution.

Again, it doesn't have to be state of the art, just reliable.

Well a cable would be by far the best answer. If it is too hard to run an ethernet cable, does he already have COAX installed in the rooms? Here is the order of what I would recommend:
1) CAT5e Ethernet cable run between the locations
2) Use COAX with COAX/Ethernet adapters
3) Use a set of powerline adapters

But once you get to options 3 and 4 it may or may not work well in your house.

The Problem with the ethernet cable is that to get it to work it has to go up 2 stories to get it where he wants it (I know direct ethernet is always the best option, but it just seems like it could go horribly wrong somewhere) plus he is always traveling and i am not always able to go to his place, so neither of us have the time to put a cable in the wall.

For the COAX, that might just work, there is an old port that used to connect to a now broken tv upstairs, i need to find out if it still works though.

That powerline adapt seems interesting, but I think I would much rather go with a wireless bridge, the powerline just seems too unsafe (and unstable) compared to the bridge idea.
