Using a core i3 @ 3.1GHZ and 4GB of RAM with a Sapphire R9 270X.

Playing on high settings. Fps is about 25-30. (Thats actually playable)But when driving it drops to 5-15.It stutters and fps drops and it's unplayable... (Mostly when I'm driving fast)

I played Battlefield 4 with ultra settings and over 70 fps! Same with Titanfall

Is the game this intensive or do I have to upgrade again? My friends tell me to get another 4GB of ram. would that fix my problem?

Its not about ram.
The game is not optimized for amd cards.
You see even cards like 290x struggling to gain fps.
Wait for an update or patch that can fix this issue :(

It's mostly the RAM, but your CPU isn't helping either. The minimum memory necessary for that game is allegedly 6GB. I'm not one to usually listen to the minimum requirements for a game, since they're usually inaccurate, but Watch Dogs has been having all types of trouble with anything less than 3 GB of VRAM and 6 GB of RAM from what I've heard, so yes, it's mostly likely the RAM. However, to confirm, while playing the game have the task manager open in the background (or play the game in windowed mode so you can see it). If your memory keeps spiking to the maximum, you'll have your answer.

So is my RAM enough btw? maybe 4GB is not enough to load the textures fast enough to the RAM?

Your specs are bare minimum for that game. High settings your fps look about accurate. I cant see how your getting that high frames on ultra on bf4.

That said, the best lowest priced option would be to pick up another 4gb stick of ram, yes. You could/should also upgrade cpu and gpu if you want to play demanding games at higher res, but those are expensive to be able to play at high/ultra vs medium/high.

Sometimes fps goes over 80 in BF4. (ULTRA with 2xMSAA) mainly because of mantle I think
I'm playing at 1366x768

The game may not be optimized for AMD cards, but that doesn't mean that's the reason you're getting piss-poor performance. The coding isn't so Nvidia specific that the game just hangs on AMD cards. In fact, aside from some microstuttering (nowhere near the level that you're getting) the game should run just fine on AMD cards as well as Nvidia cards. It's almost surely the RAM, but like I said, if you want to confirm, open up your task manager or resource monitor as you're playing. Ubisoft themselves warned that the game will lag at 4 GB of RAM.

They downgraded that to 4GB...

Where does it say that?

The game can be played with 4 GB, but like the OP is experiencing, it's not playable on 4 GB.

Delayed release ... new game engine ... console port ...

Wait for the patch(es) and play something else :)

So it lags when I'm driving only. Guess I'll buy another RAM and see.. Many Thanks :)

CPU is at 70-80% and RAM at 75-80% When I'm moving and driving. They dont seem to go over 90% But during driving fps suddenly drops to like 8-15. As soon as i get down of the vehicle, its smooth 25-30 fps again

Game is badly optimized, it has nothing to do with AMD or Nvidia.
Everyone I know and who has played Watch Dogs has the same, issue. I had 50-60 while running around but when I got into a car it dropped to 30 and below.

i3, plus 4gbs of ram. you have pretty much a bottleneck there. plus nvidia bribed ubisoft.

You usually won't see your CPU usage reach 100% or even over 90% or 85% in a game, but that does not mean your CPU isn't a bottleneck. If you just want to trust me on that, then I recommend you try buying a new CPU (but perhaps first start off with buying another 4GB of RAM). If you'd like to know more about why your CPU will almost never reach 100% in a game, read below:

-----------------------

In the event that your CPU is bottlenecking your GPU (which it almost certainly is), you will not typically see your CPU usage reach 100%. This is because, unlike with GPUs, in most games CPUs are rarely -- if ever -- using all of their resources. GPUs are much easier to use 100% of. Usually, when a GPU is rendering an image in a game, it's essentially just working like a hugely multicore processor with all of its processors working in parallel and performing the same operation over and over to render each bit of an image as fast as possible. As such, it's much easier to see that 97% or 99% of your GPU being utilized in a game, since most of a GPU are its cores working in parallel.

However, a CPU requires much more direct manipulation on the part of the programmer to use 97% or 99% of it, and typically, there're FPUs, perhaps ALUs, caches and registers, that won't always be performing operations or moving and storing data unless the programmer tells them to. As such, you will rarely see the CPU reach any of the levels of operation that a GPU does.

Either get an i5 or sell both mobo and cpu and get a fx 6300 at least.

Hey u just upgrade ur ram and cpu if u can.. Buy a k series core i5 and u can save money by over clocking it a bit...
Any u don't need to change ur gfx card at all.. I play with 2500k core i5, 10gb ram and the same r9 270x.. I got decent fps of around 40-50 at high preset and dropped to 30-33 fps while gaming.
And as a advice I want u to download the beta 14.6 driver for ur gfx card.. That increases at least 10.5% performance.. Which is kinda high without any expenses.
Now it's upto you.. Happy gaming :-)
