Here is the info for switchable graphics feature, that means you can use the Intel graphics and a discrete graphics ( either AMD or NVIDIA GPU ) controller in a computer. http://www.intel.com/support/graphics/sb/CS-031103.htm

So are the graphics cards working at the same time or only one works for the appropriate power?

I use the NVIDIA GPU and the i5-2500k, and I can used the NVIDIA GPU and the intel HD Graphics card at the same time, I think it may will work for AMD with the intel HD Graphics card too. But if you have the discrete graphics card, then it does not make sense to use the intel HD Graphics card.

You cannot use both at the same time. The only reason this feature is helpful is on gaming laptops, so the dedicated graphics only come on when playing a game to preserve battery life. Otherwise, one a desktop system, it causes issues with the system and is essentially pointless. If you are using a gaming laptop it should have come with the software for this feature preinstalled.
