Is my cpu throttling my gpu?

I've recently upgraded my 560 FTW to a 760 superclocked. In all of my old games I used to play and can play on around ultra settings. But with newer games like Watch_Dogs, Wolfenstein the new order, and Titanfall, my Cpu usage is always from 60 - 100% and my GPU usage never goes higher than 60%. Is that considered throttling? If it is, what could I do to fix it?

Specs:
AMD Phenom II x6 1055t
EVGA Nvidia GTX 760 superclocked 2gb
12gb of ram
2 560gb hdds.

From what I understand from Gigabyte's website, you probably can't upgrade your processor, so I would suggest getting a new motherboard. I would suggest a 990fx board that you can overclock well and overclock your Phenom on it, and if it isn't enough, then get an 8320.

I've tried overclocking before and I've gotten some bsods because of it and I don't trust myself to do it anymore. Do you know what cpu could be a good upgrade for my system?
