My PC has extremely low frame rates?

I have just started to get into some Steam games like War Thunder and RUST. The thing is, my PC get frame rates below 5 fps, and it's supposed to be a decent computer. We've had it for 3 years now and I've been able to run other games quite well. Here are my specs:

Windows 7 Home Premium 64-bit (6.1, Build 7601)
Manufacturer: HP
System Model: p6774y
Processor: AMD Phenom II x4 840t ~2.8ghz
GPU: ATI Radeon HD 4200
RAM: 6gb
Storage: 1tb

Those are all the specs I could pull, if anyone has any ideas please help!

Your problem is your graphics card, or lack thereof. The ATI Radeon HD 4200 is an older integrated graphics chip that simply isn't fit for rendering complex 3D graphics, it's meant to provide 2D desktop display and video playback. You might be able to play very old titles with it, but it won't run modern games like War Thunder or Rust at an acceptable framerate.

Your computer can take a graphics card, but you only have a 250 Watt power supply, so you're also going to need a new power supply in order to get any card that can offer decent performance with modern games. If you want advice on a graphics card, it would help to know how much money you're willing to spend on an upgrade.
