I recently got a fx-8320 with and cm evo 212 and arctic silver 5 paste. At idle in bios, its running 40c and about 60-70c under 100% load on all cores. Is this normal? Also, the CPU is DOWNclocked to 3.0ghz

Helllo Ry,

Are you still experiencing over heating issues?

The thermal paste does need to cure in most cases and can take a few hours to a few weeks for this to occur. Once the thermal paste cues its ability to transfer heat is much much better than the first time you put it on.

Cheers!

The reason for the throttle [downClock] is your temperature. `70 C degrees is the threshold for AMD cpus.

Check:
- you have good airflow throughout your tower.
- fans are working properly
- check socket temps

A good way to trace your air flow is with dry ice, or a bit of cigarette smoke or something to see what's going on and how air is moving within the case.
You shouldn't be idling at 40 C, and there's a good chance hot air is pocketing somewhere in your case.

Check these out for some good references:

your cpu at stock speed should be below 60c under load with such cooler. ensure it is properly installed and thermal paste applied correctly.also your mobo has a rather weak power phase and you shouldnt try any overclocking, but should suffice for stock speed of fx8320. make sure you have the latest bios installed.

I have a FX-8320 and also a EVO 212 myself. I used MX-4 paste.
Did you put a very small amount of thermal paste on? You don't realise how much thermal paste spreads. It's incredible, take a look at this https://www.youtube.com/watch?v=EyXLu1Ms-q4

Applying too much thermal paste will act as a insulator instead of transmitting the heat.

What case fans do you have and where are they located?
With the EVO 212 are you pushing the hot air or pulling?
What Is your cable managment like?
What case do you have?

I have the exact same processor and aftermarket cooler and I get 28 degrees celcius at idle and around 65 degrees celcius at full load.

im sure the cooler and paste are on correctly. i took a pc repair/networking course when i was in highschool. But, today the temps didnt exceed 50c under full load. no idea what changed.

Where is the position of your computer located in your house? If it's in a corner on the ground up against a wall on carpet it can actually vary the temperature of the PC but I wouldn't of thought that dramatically.

its sitting on top of my desk. plenty of room for air to dissipate away from the pc and good airflow in the case aswell. but, same as yesterday, the temps stayed low under full load. im guessing the thermal paste settled and spread a bit more. read reviews that the arctic silver will do that.
