bad stuttering in all games

hey, i recently just built a new gaming pc and have noticed that im getting really bad stuttering( its like a short brief pause for no longer than a second) in all my games. Im getting good fps in games , usually over 50 at all times. ive read on some forums that hard drives can cause this, and i found it weird that my drive is running in ide instead of ahci. could this be the cause or is it something else? Ive also made sure all drivers were up to date and that my component temps were fine. . I would really appreciate help.

amd fx8320(stock speeds)
powercolor r7260x 1 gb
seagate barracuda 7200rpm hard drive
biostar ta970
lepa cx 500 watt powersupply
kingston hyperx 8gb gddr3 1866mhz ram

I agree it is a nice article but I don't get frame drops in game its like the game completely stops for a second then continues could vram actually stop the whole game???

OK so since everyone suggested it was the vram I put in a gt640 with 2gb and loaded up black ops2 I did however uninstall the old Radeon r7 260x driver.the game continued to stutter even though the GT 640 (I know it's kind of a slow card) can handle Black Ops 2 easy
 
what is your cpu load % with the game running?
what is your gpu load % with the game running?

there are many apps that would show it. im wondering if its cpu related as amd is not as good in single core game, don't get me wrong I love amd and that's what I have but im wondering if your cpu is at its limit.

also what temps are you seeing?

I've tried 2 HDDs and right now I'm using a Seagate sshd hybrid drive. Is there anyway to post pictures on here because I have some of my temps and gpu usage. Also my CPU usage seems to never go above 60 percent and that's a bf4 64 man map and this time it didn't really stutter.I went in and changed some options in the bios like the core c6 state( I disabled it) and I also disabled the power now setting which has to do with acpi states and stuff which I guess is power savings. But sure enough when I restarted bf3 it was stuttering again
