Counter-Strike: Source is the only game that stutters, is it because I play on 64 player servers like Zombie Mod? I get 10-150 frames per second, usually about 40-80. I have a FPS config and lots of commands for the best possible experience and performance for that game and it still stutters, in a 5 minute match it stutters about 30 times.

AMD Mobility Radeon 9200 Series
Game runs decent enough, but the stuttering is killing me! Call of Duty 2 and other similar games don't stutter, is it Steam's fault? I run it in low priority to reduce the usage of it, which dramatically did. Please help.
