MSI Afterburner 3.0.0 raising GPU temps without overclock

I got a 7950 and installed it. With the latest MSI afterburner installed as well, the temps go right into the 65C~ area. Why would this be?

It shows that there's no gpu utilization and the fan is spinning at 50%. Without MSI Afterburner, the GPU idles at 50C at 30% fan. It's pretty good given the cooler and the place my case is.

Is that temps at idle or gaming?
Are you running anything that uses the gpu such as Youtube in the background?

It's idle. It's just Tom's Hardware open right now. It goes straight to 65C right after windows boots up. I've tried other temp programs and they report the same 65C. Uninstalling brings the gpu back down to 49C.
