Turbo boost not working

I am new to turbo boost and overclocking; I tried turning on turbo boost but it did nothing.
Specs:
Intel Core i7 2600K @ 3.40GHz
Sandy Bridge 32nm Technology
16.0GB Single-Channel DDR3 @ 800MHz (11-11-11-28)
Gigabyte Technology Co., Ltd. Z77-D3H (Intel Core i7-2600K CPU @ 3.40GHz)

There has to be enough TDP headroom for Turbo to work.

Thermal Design Power, not temperature.

Intel designated 95W as the TDP for that CPU. It's going to try its best to stay there.

Yes during light loads. Try running one single threaded task and monitor clockspeed.
