computer pulses on and off during start up

the system when powered on will power off within seconds, then moments later it will power on and repeat until unplugged. other times the computer will stay on but it will not boot and the cpu gets very loud. but just now (and other times before) the computer booted to windows without a single problem.

I've tested the system while it was working under load and it seems to be fine, running smoothly and all temps seem to be normal (at 100% CPU and GPU usage). but the computer seems to still have this problem, I cant seem to figure out what's causing it.

Intel I5 650 @ 3.2GHz
NVIDIA GTX 460 768mb
4GB DRAM duel channel
PSU unknown but probably around 350w
Motherboard LENOVO 422237U
 
Solution
That would have been my next bit of advice followed by a safe mode/switch ram slots. But reboot loops can be caused by so many things :p

The PSUs in prebuilts are 90% or more of the time going to be garbage. Change your PSU to one of these

after removing the graphics card from the system, I found that it was a driver issue with the card. started it up in safe mode and un-installed the drivers, reinstalled a slightly older driver version and the systems been running perfectly since. I took jaraldo's advice as well and replaced the Power supply to a spare one I know to be reliable.
