Question about PSU's and the minimum power requirements of the graphics card

Hi, on the EVGA website, they recommend that for anyone buying a Kingpin Classified 780ti, should have a minimum of 600W power supply.

Now, does that mean a 600W will be just fine? Or just to be safe I should go for a 650W?

600 should be fine, unless you are going to do some crazy overclocking.

Let's say I was going to OC, would 650W be sufficient?

The card can actually draw 450W on its own. 650W would be ok if you're not overclocking the gpu a lot. 750W if you are overclocking to the max via extreme cooling.
