RAM Usage Always 31+, Even After Computer Restart

My PC Specs: GeForce GT555M And 8GB RAM (7,90 Usable). When i start my computer my RAM usage is 31+ and my CPU is 2-1. When i start playing a game i lag alot, and i have AVG to search for any Viruses. I'm on a tough PC, but still games run slow. What can i do?

My Resolution can be 1600*900 And 1280*720, i go for 1280*720. My FPS are usually about 10 or so. Somethimes they can go lower. I'm suspecting a memory leak or something like that.

Another thing i want to add, is that before (3 years ago) my Laptop was hot when playing games, i could probably boil eggs after 30-60 minutes. Now it's not getting warm when playing. Could this be due to dust in it? Also, how can i clean the PC? Taking it apart seems like a bigger project.

That seems compilicated. Whatever the GPU is, do you know how to make the PC Work faster and better? Because it used to run these games like a Charm. When the years went past it lost performance. What is the reason? How can it be fixed?
