monitor doesnt display anything

Hello, so my problem is that my pc powers on and all the fans work perfectly but my monitor doesnt display anything light on the monitor is flashing.I have tried reseating graphics card.Well this problem started with that my monitor froze several times and after a while my pc just powered off and since then my monitor havent displayed anything.When i push menu button on monitor it shows text ''test good''. I think my graphics card could be dead but the fan is still working and i havent got an integrated graphics card either.And my monitor is fine because i plugged it into an older pc and it worked. So i really dont know what to do and before im buying a new graphics card i wanted to know other people opinion.
MY graphics card is Asus Radeon HD7750.
 
If the monitor works on another PC, I'm inclined to think the HD 7750 GPU has died. It is very possible for the fan to still function even when the GPU has died because the fan is effectively a separate component which just needs power.

The OSD menu on the monitor is built-in and therefore does not need a video signal from the card.

Well, my pc doesnt have onboard video output also the monitor cable goes through DVI adapter and right into graphics card.
