Artifacts caused by power supply or graphics card?

My graphics card has been putting out artifacts practically since I got it. I've let it slide as I only notice it when text appears on screen. I was wondering if it may be the power supply and not the graphics card. It's connected via 4x4 pin peripheral connectors (2 4 pins to a 6 pin converter). Also this part is a bit imbarrasing but it's connected to what I'm pretty sure is a 720p TV could that have anything to do with it?

MSI R9 270x
Raidmax cobra 700w PSU
intel xeon e3 1230 v2
asus p8z77-v pro
8gb corsair vengeance pro
1tb seagate hdd
CM storm enforcer case
ASUS DVD drive

Does your power supply not have one 8 pin and one 6 pin PCIE power connectors?
I would recommend changing you power supply, it is not a good quality unit. it can be a risk in killing all your connected hardware.

Yeah I know, the reason I went with it was because it was cheap and on sale. I figured it could work up until I needed to upgrade so I went with it.

It has 2x8 pin(6+2 according to the box) connectors, but they don't fit the GPU so I had to use the converters included with the GPU instead.

O.O I feel really stupid right now... I didn't realize that those slid off, I figured that Raidmax was just horrible at labeling their product as well. It doesn't seem to help really though but it's a good thing to know none the less.
