I was going to build another budget build pc and i was wondering if the G-Skill 8GB Ripjaws X DDR3 2133 Dual Kit - Red fit with a cooler master hyper 212 evo as I'm trying my best to get a good price to performance for performance CPU cooler

yes it will, i use the trident x which with the same cooler and they fit fine. you can even move the fan up a bit on the cooler if you have any problems

Go with 1866 ram , probably won't run 2133 with the FX6300 .Ripjaws X should be fine because you can always mount the fan a tad higher for clearance if you need to.
