Graphics card not working for games and other programs, drivers not installing correctlly

so i recently upgraded my computers hardware. new motherboard, processor, ram, and video card. the only thing ive kept is my hard drive since it still has all my data on it. after installing it all everything seems to be working just fine. however my video card is acting odd. its still working because the fans are spinning and my monitor is plugged in and working fine (no flickering or anything) however i cant use the card for anything else. none of my games work and most of my programs just crash instantly. ive tried many times installing and updating driver software. ive used the disc that came with the card, found the drivers online, even used driver guru to clean it and update it again all with no effect. ive also looked in device manager and it says "standard VGA graphics adapter, which has the error code 10 (this device cannot start) ive read many forums saying that it may be fixed if i reset windows back to factory defauls but that seems like an extreme option i would like to aviod. im at loss here please help

windows vista home preimum 32 bit

First problem is that you have a 32 bit os and 16GB of ram, and a 32bit os can only use <4GB RAM anyway. I would recommend getting windows 7 or 8 64 bit before making any other changes. Windows can be purchased from Newegg.com/amazon.com for around a 100 bucks OEM.
