Detecting the shortage

Put this build together for a friend and it wouldn't start at all. Nothing. Sent the motherboard back for the RMA and made a second attempt. Now it starts for 1-2 seconds (LEDs, fans) and stops. It's now out of the case resting on the mobo box / anti-static wrap that came with the mobo and it's doing the same thing. I tried a different PSU I have - same result, except it stayed lit for maybe 1 second longer. Went from 2 DIMM to 1 and I even swapped RAM from another computer - same results.

I am at a loss for words. I can't imagine it being the motherboard, PSU, RAM. Could it possibly be the CPU?? It's new and was installed properly. My only guess is maybe this motherboard doesn't like the Hyper 212 +? It's a pretty che--inexpensive motherboard afterall. I might attempt to swap that out and put the stock heatsink on there but I wanted to reach out to the community first.

Thanks. I've looked at this before and it's a great guide. I'm just wondering if anybody has any additional comments or suggestions. I'll see if somehow the backplate of the heatsink is somehow causing the shortage and will report back after this has been completed.
