CPU idling at a higher temp and clock speed than when under heavy load

its strange, i just got this cpu in the mail yesterday and it idled at around 30 degrees. Now its idling about 50, Im also not sure why when its underload its speed is less than when idling too. Im not sure how to fix this issue so any help would be extremely appreciated, as this is the first computer ive ever built.

Hello... Well determine what is running in the background... there are multiple Windows settings and background activity Programs/Tasks/APPS that take over your CPU/Hardrives/Network, at idle times, and there are ways to find them and turn them off... " A Lean Clean Running Machine" as i like to call it... Other people would call it " Optimizing Windows " - Google it.

Right click Tool Bar, Start Task Manager-Resource Monitor-CPU

none of them are parked now but im still getting the same results as before

Hello... as a Simple test, remove a cover off your case and monitor temps agian...
1) Your CPU TEMP is Good.
2)You could have a low noise profile for your CPU FAN in the MB BIos. ( a non linear fan speed profile )
3)Your GPU card and PS can Transfer their Higher Heat to the Air, MB, and your CPU.

Don't try to understand everything like Thermal Dynamics, and Temperature Transfer from us on this Site... Your logic here seems to be " it should be a LINEAR result" in your Testing Conclusions.

But the main thing is you are not in a temperature Danger zone at all... So you Don't have any problem here for us to solve... and your Cooling components are Working as they Should.

i dont mind the temperatures but i thought that they should correspond with the amount of load being put on the processor. and i also dont know why my processor idles at a higher clock speed when idling than when under load. do you know what the cause of that could be?
