Need help with workstation build

Hey guys. I need some help with recommendations for a workstation build for my dad. He's been running and old P4 3.2GHz HT machine since I built it for him way back in early 2000. We've replaced the hard drive, PSU, and GPU on it. Windows XP finally gave up, and now it wont boot.

We're going to keep the old hard drive and PSU, and I have an SSD that I'm going to give him for the boot drive. I just need some advice on processors. If I was building him this for gaming, I'd go with a 4770K. The primary use of the computer will be web surfing, email, and basic media stuff. But it will also need to occasionally run AutoCAD; pretty much just 2D drafting stuff. He's also looking to get into media editing eventually, and I think if he had the computer to do it he'd be more inclined to do so.

So what CPU, motherboard, RAM combo do you guys recommend? Is the 4820K a viable option? Budget is about $1,000. Also need a new case and a good, quiet CPU cooler. I'd like the chasis to be as quiet as possible, maybe even go with a micro-ATX. I gave him one of my old GTX 275s that was running in the old machine. He was using one of the original ATi FireGL cards (I think like the 1600), before. I'm not opposed to upgrading this to get a smaller form factor one that would fit in a Micro ATX case and/or work better with a workstation build.
