When can RAM speed be noticed?

As the title says.

Is there any reason why I should spend more money on RAM just for the speed instead of getting a regualar 1600Mhz set?
Isn't RAM speed not even noticed in real time?

My rig is primarily for gaming, not for editing/cad etc.

Latency matters more. I can actually turn the frequency up on my cpu/memory, but need to set the latency slower, it does better like this.

The only benefit when gaming is being able to brag about ram speed.

Not worth the extra money in most situations as there is very very little real world difference.

1333-1600...... maybe 5fps depending on rest of system.......... 1600-2133 same thing......... latency means nothing but in benchmarks. cpu's are too good now a days.

Is latency related to timings? Timings are the 00-00-00 like numbers aren't they? Not obviously 0 but in the same format. What is the significance of timings and what are good timings for gaming?
