The 250 is better, and by a long way. This link shows the 250 performing approximately 70% better than the 240 (the 240 in the test has DDR3 VRAM like the one you linked, and the 250 has GDDR5 RAM, also like the one you listed, so the results should be very similar).

You don't have to of course, you're free to buy whatever you would like, but if it was me, and I had to chose between them, I'd opt for the 250. After all the rebates and everything, you're basically paying 80% more for a card that is between 70 and 80% better; so performance scales pretty well with price. Also, if you do choose the 250, make sure you get the 2GB version; it's the same cost as the 1GB version, but will be of more use to you in the long run.
 
Looks to be a decent enough increase in power to me.

Although to be honest, I wouldnt consider buying either of them. Performance per dollar when it comes to graphics card is a bell curve, with the peak being between $200 and $250. At the extreme high and extreme low end, your value for money suffers, but at least at the high end your paying for the strongest graphics card available, while at the low end your really paying for it to be manufactured and shipped to you more than the fact it can actually perform.
Save up and get yourself an R7 260X, which IMO is the pricepoint where it becomes worthwhile to buy a graphics card.

For sub $100 your best bet is the R7 250X, that is a re-model of the AMD 7770.

Out of those three? If saving up some more money is feasible in your current financial situation, I would say go with the a 260X like manofchalk suggested. You are on that awkward part of the cost vs performance slope, where spending small amounts more can give you a disproportionately large increase in performance. So if you can stretch to the 260X, go for it. If you can't, just to pick the best of those that you can afford.

Trouble is when you go higher in budget, there are some interesting cards with rebates, all of which faster than the 260X
