The issue is that my flatmate wants to get the low 60mb internet. Whereas i, being a networker would like the 152mb connection.

The dilemma is in the fact that this is one household and we go halfs on the internet.

I would get the 152mb whilst he paid for half of the 60mb connection(me paying the difference).
Now unless i can restrict the bandwidth that he receives then he is pretty much getting something for nothing which is an absolute no no.

So my options are restrict his bandwidth OR settle for sub par internet speed.

Can anyone give their insights?

A whole lot of gaming, also we don't have TVs so we stream/ download any show we might want to watch. Also movies and music. My flatmate studies music business so does alot of uploading videos.

I'd say start with the 60Mbps plan. See what happens.
If it proves to be too restrictive, come to an agreement and bump it up to the next level.

From your description, it would seem that his use is at least as much as yours ("My flatmate studies music business so does alot of uploading videos.")
