If overclocking yes.
If you want a quieter cooler than the stock cooler, then yes.

What is overclocking?

Overclocking is adjusting the settings of your pc or the gpu to run a bit faster for a small performance increase. It is optional.
The second build consist of the appropriate components to allow overclocking. For Intel, you need a k model cpu and a Z** motherboard with a compatible socket.

Should I get a slightly better CPU so I don't need to overclock like the Core i7-4770K 4-Core 3.5GHz

For gaming, an i5 is enough, you do not need an i7. It offers no benefits.

Is the i5 good enough for Watch Dogs

Yes but Watchdogs is still an unoptimized game so expect at ultra settings 40-50fps with the R9 280X

Alos Get this Windows OS.

The Windows 7 Professional from amazon doesn't sound a legit OS.

Are you saying that I could play Watch Dogs at high graphics setting with this build? I though I could only play medium graphics setting with this build but if it could play high then super!

Yes you can play at ultra but i would recommend you tone down one setting down due to AMD gpu being unoptimized.
I based the gpu fps to this website. Take off 10fps roughly for them using a i7 3970X overclocked.

Ok thanks.
What graphics do you think my build could produce on a screen. I currently have an 1080p TV and I am wondering if I could use that

Yes you can use 1080p with that gpu and the TV. Your gpu can support 4K resolution with Displayport but it is only good for watching 4k movies or causal uses, not for 4K gaming.

How would I connect my Build to my TV? Would I use an HDMI cable? Does my build support HDMI cables?

Yes your gpu has a HDMI port. You will need a HDMI cable to connect from the R9 280X to the TV. If your TV support a "PC mode" i would suggest you to use that when you build your pc.

This is what the back of the MSI R9 280X looks like.
It has a HDMI port.

Is it your first time building a pc?

I would advise you to look up tutorials on building a pc. Youtube videos are also good. It sounds like you never seen inside of a pc case, no offense intended.
The back of the gpu are accessible when installed onto the motherboard at the back of the case.
This is a good video: https://www.youtube.com/watch?v=roFb3TNePIg

Thankyou for all your help.
Just one last question. How long do you think it will be before I will have to upgrade my build.

At 1080p, probably 5 years perhaps if there is a stagnant improvements on cpu and gpu. You may have to tone down settings on future games. If games become more demanding then you may have to upgrade the gpu.
