Computer wont come out of sleep mode, fans spin

So my new build is working perfectly except for the fact that it will not wake up when it goes into sleep mode. The PC goes into sleep mode fine, and then when I try to wake it up the fans start up really loud and there is no picture. The fans continue spinning fast and the monitor just gets no signal. I have tried checking all the cables to and from the PSU, reseating the ram, uninstalling drivers and reinstalling them, and even went as far as doing a fresh Windows 7 install. The problem is still happening. At this point, I have just turned off sleep mode but it would be nice to be able to solve the issue. Thanks in advance!

see if resetting the CMOS jumper does anything. You will need to resort to your motherboard manual for this.

No luck. It still just has no picture and the fans spin very fast when I tried to wake it up.

hmm ok,

go to your power settings > change plan settings > change advanced power settings > sleep, what command is related to sleep?

The settings are:
Sleep after: Never (I changed that because I cannot get it to wake up when it goes to sleep)
Allow hybrid sleep: Never
Hibernate after: Never
Allow wake timers: Enabled
