XFX R9 280x Voltage Issues

So I recently nabbed a used XFX R9 280x. It was in great shape aesthetically and performed fine. The guy never used the warranty so I still have the full length of it which I recently took advantage of because one of the fans started to develop a knock sound which is a sign of failure. Contacted support and what not and just replaced the cooler myself today.

I now notice that sometimes when I minimize games or do a few things my resting voltage gets put at 949 mV (vs the normal 750 mV) and my load voltage is only 1.114 V (vs the normal 1.2 V). All this monitoring was done via EVGA Precision X where I have obtained a stable OC. This issue only occurred after this replacement. And this minor voltage difference gives me about 10 FPS less which is vital in certain areas of games.

Some of the factory thermal paste got stuck around the real tiny chips around the actual GPU processor (called a dye right?). This shouldn't cause any problems though should it? It was very minimal and the factory paste isn't conductive (nor is my new paste).

Or could the combination of certain software running screw with it? For example today it keeps happening whilst my VPN and Torrent client are running. Or is some software bugs within Catalyst Control?

I actually solved my issue. For some reason there are some voltage issues when using HDMI as my main output. I usually use DVI and switched back to it and have not had a single issue since. A mod may mark this as closed/solved.
