GPU enabeling full core and memory clock when accessing web browsers

When i open my opera web browser, or any other for that matter, my GPU starts running like i'm firing up a game.

I only have 3 questions:

Why? Is it normal? How can i prevent it?

Can provide any further info if needed

Thanks alot! All help i can get is very appreciated
