Before I get started I'd like to get this out of the way. I know it is very difficult to build a pc for 400 dollars, and no I cannot stretch the budget. Anyway, here's the deal. I've been trying to come up with a gaming pc build for my friend that is functional, and can run all of the new gen games at an absolute minimum of 30 fps on the lowest possible settings. Normally, this would be possible. However, what makes me not so sure is the fact that he also needs a monitor included. So in the end, I guess his budget for the pc itself is around 300. (Again, I know this is tough, that's why I came here. You guys know pretty much everything when it comes to computers. xD) I'm going to make a list of things he would like to get out of his computer, and things he needs in the build.

1. Wireless internet.
2. A monitor.
3. All parts.
4. He would like it to run next gen games at at least 30 fps on low settings.
5. He wants to do some minor video editing/recording. (Using Sony Vegas Platinum, and Fraps.)
6. He would also like to stream to twitch at a decent quality.

I'd like to recap and apologize for any typos or instances where I worded things poorly, I kind of whipped this up in a hurry. He needs a decent pc that can run next gen games at around 30 fps. He wants to do some video editing and streaming, and needs all of the parts including a monitor and wireless internet for at or under 400 dollars. (Ps. He would like to have around 4 usb ports, but he says it isn't a necessity. He could get a usb hub at walmart for cheap.) Thanks in advance for the replies. Any input is helpful.

Solution
The motherboard I picked is an A75 chipset which is the middle chipset. The motherboard you selected(A55) is the bottom budget chipset. It does not support several current features like USB 3.0, sata III, or overclocking. It really just doesn't have any features at all and it's only $5 cheaper.

AMD's apus need really fast RAM to get the most out of their integrated graphics. The RAM I selected is 2000mhz and the RAM you selected is 1600mhz. My set would be MUCH better for gaming.

$30 in rebates. It would definitely provide playable fps for any game on that monitor. If it has to be $400 before rebates, you would have to drop to an A6 6400k.

That motherboard is worse. That RAM is also worse. You/he would be better off with 4GB of faster RAM than 8GB of slower RAM.

Could you elaborate on how the mother board and ram is worse? I've seen games that have minimum requirements of 8 gb before, so I figured that would be better. On the mother board note, what is the downgrade? Thanks for your help by the way.

Hey, thought I'd give a crack at it :) It's really hard!

I agree that Cturbo has the best build, no debate there, well built!

Just wondering how good this would be as a runner up. It's more meant to be a temporary/upgradable intel build for a better GPU/CPU later on. (and buying a 2nd 1x4gb of ram sooner)

I read that the r7 265 shouldn't bottleneck the g3220 much unless you are trying to play on high res/graphics.
I choose putting in an r7 265 instead of having an IPS monitor with 1900x1200, 8gb ram and having a crappy r7 260x 1gb version...just couldn't put that gpu in...hehe

Any thoughts? I know I'm $40 more than CTurbo and OP wanted a strict $400, but someone else reading may have an extra $40 to spend :p
