Computer running slow when playing big games

Let's get right into it, I have played a lot of big games and have never lagged, my computer and deal with big games like Battlefield 4 and many others, I just got Watch Dogs and the first time I got into the car and drove, I lagged terribly, I don't know why, I run it on low, please, someone help, also very slow for Wolfenstein: The New Order to.
My specs:

Processor: AMD Athlon II X4 620 processor 2.60GHz
Ram: 8.00GB
System Type: 64-bit Operating System
Video Card: ATI Radeon HD 5800 Series
Operating System: Microsoft Windows 7 Ultimate Edition Service Pack 1 (build 7601), 64-bit

watchdoogs will eat that system alive... right now watchdogs doesn't play well on top of the line brand new i7s and 780ti graphic cards... so having issues with it with that set up isn't that surprising. I know for a fact that 5800 probably isn't enough to play it... and a quad core phenom II running at 2.6ghz isn't enough either.

I downloaded the latest driver AMD catalyst and in the options of it I can add a game to adjust the settings even more, so I did, and I turned down EVERYTHING to it's lowest and in the in-game settings to. It runs fine, smooth, but after a while of playing it, going into a new city kind of makes it freeze and unfreeze every 5 seconds and only gives me a minimum of 3 seconds to drive before it freezes me again.
