Won't boot after installing replacement video card

Background information:

I had to RMA my Radeon 6870 to get a fan replaced however the manufacturer apparently found other problems. They didn't have any 6870's in stock to swap with the one I RMA'd, so they sent me a Radeon 7870 GHz edition.

The problem I have now is that I forgot to boot into safe mode after installing the card to uninstall the old cards drivers and now Windows won't boot.

I've tried:
Using the Win 7 disc to Repair Startup
Using the Win 7 to initiate a system restore but it can't see my restore point
Using BootRec.exe + /fixmbr + /fixboot + /rebuildbcd

/fixmbr and /fixboot were successful but didn't solve the problem. When I ran /rebuildbcd it reported "total windows installations: 0"

I was trying to see if I could use the "Load Drivers" option in the System Recovery tool on the Windows 7 disc but it won't load the catalyst.exe I downloaded from the AMD website so I was trying to find a catalyst .msi or batch file to try and came up with nothing on google.

Looking for options other than reformatting, thanks in advance.
 
Use the VGA Mode from the Safe Boot Options list... it should boot Windows in the default video mode with basic windows drivers and allow you to install the appropriate drivers.

If it doesn't even get up to the Safe Mode options, check the BIOS video settings, something there should allow it to boot in default low resolution video. Either the BIOS and/or Windows 7 should auto configure to boot with the new GPU.. so I'm guessing something isn't helping... maybe the P&P OS setting so check that it has Plug and Play OS selected. If still nothing, reset the BIOS with battery off for 5 to 10 minutes.

Thanks for the reply, your solution probably would have worked if it weren't for my my old motherboard. Even after clearing the the CMOS it still wouldn't boot into windows. I finally gave up and reformatted. I also took this as an opportunity to upgrade my MOBO, CPU and RAM.
