Should a computer be able to download when after it's "Shut down"?

I just realized after probably 2 years now that after I press shut down and I have certain things downloading it still downloads after shutting down. ex when I was download a steam game or torrent.

Though it wouldn't continue download for a direct download after shutting down my PC. Is it normal for a computer to be able to still download after shutting it down?

It will not continue to download when shut off obviously. Many programs will RESUME partial downloads when restarted

ya that's what I figured it should do but for some reason it does continue to download. I'm also pretty sure it shut down because I could hear the click and all the fans are off but the light is still on for one part of the motherboard.

Its not downloading if its shut down. It may be delaying shutdown, or sleeping and waking back up and going back to sleep. But if its actually shutdown it is 100% not downloading. There will always be lights on on the motherboard unless its unplugged
