both are "solid" choices, the first one listed would be my choice as a whole.

I'd choose the first one too. It seems to me that for a single card, a 650W model would be sufficient. If you might someday run a pair, you'd want 850W.

this is a site which says a r9 290 need 650 watt so i dont think so 750 watt psu will be sufficient

For two of them, you don't need 1000W, but 750 is not enough; get 850W for two.
