First build won't POST

I have a new build: i5-4950s, ASUS H87I-PLUS, and Antec Basiq 430, etc. Should be no compatibility issues. I first attempted to power on with everything connected and got no POST but some components did power up (MB LED, video card fan, case fans). I went through the basic checklist and found nothing wrong. I removed all components so it's just the board, CPU and PSU (and speaker). Power on and still nothing - no beeps. The MB LED is on but that's it.

Is this most likely a bad PSU (I don't have a spare around to check with) or bad motherboard?

I bought the same motherboard and a Core i3 4150. Same problem.
I suspect that the problem is the BIOS version, since my processor is only supported since BIOS version 0803.

I've downloaded the last BIOS (comes with the updater), but have not figured how should I flash it, since it doesn't show me anything on the screen.
I've tryed to run the updater on my other computer, but it's an AMD one, so the "Intel Management Engine Interface" will not install there.

How will I (and probably you) be able to flash my BIOS since I cannot get to the POST screen ??
