Going from an Intel Core i7-3770K 3.5Ghz to a Intel Core i7-4790K 4Ghz as soon as the 4790K comes out. Chances are I will not overclock again this time around and leave it at it's rated stock base clock speed of 4Ghz. Going from a base clock speed of 3.5Ghz then all the way up to a base clock speed of 4Ghz. How much of an increase in performance will that be in general computer use like internet/email or in gaming will that be or if at all? If you were going by the cpu's clock speed alone.

Stick with your 3770K, at least till next year / Broadwell. The performance increase of Haswell Refresh over Ivy Bridge is not great, maybe 5% better. There will be an improvement, but it isn't worth the price of a new processor.

What he said. If you are not planning to overclock, the improvement from where you are won't be that noticeable.
