I was wondering if I should get the Radeon R9 290 or the GTX 770? The 770 is cheaper but the 290 is said to have better peformance. Here are the three different builds I'm considering.

I'm leaning towards the third one. I know the i7 4770 has the best performance out of them all. So my question is which one is best for the money you spend on a proportionate scale. So which combination is the best? r9 i7, 770 i7, 770 i5, or r9 i5? Please help me choose. Also I will be doing some recording of game play using fraps so keep that in mind. I'd go with the i5 290 one. i7 will never be fully used while gaming. the 290 is better than the 770.

How would the i7 vs the i5 affect rendering videos?

If rendering, then consider the i7 but try to get 16GB ram.

One think ya have to take into consideration is how will ya use the card ..... on comparable price ranges, the R9 will outperform the GTX out of the box, but generally you will be able to overclock the GTX (25%) a lot more than you can the R9 (12-16%)

At $400 for the 290, I'd take the 780 for $450
$450 after MIR

I'd shy away from the Asus MoBo..... take a peak over in the Asus Z87 are currently afflicted with a Frozen BIOS Clock bug which has not as yet been fixed. I am convinced they will figure it out, (well hope so as I'm afflicted) but have held off doing any more asus builds till they work out a solution.

Ya didn't say what the build was for.... if gaming, the 4770k is only 3 - 6% better than the 4670k and it puts $100 back in ya pocket. Start doing CAD or video editing and the 4770k advantage is greater.

Gives ya better MoBo, 4770k and RAM for $524 versus your $540

With no SSD, I;d want at least A Seagate SSHD .... boots less than 1 second slower than SSD

I wouldn't use anything less than the 500R which is usually $79.99 to 99.99 on newegg. What a week, sale is ever other week or so for last 6 months.

Not a fan of Corsair's CX or CSM lines.... TX V2 or RM is good, XFX Core Edition is better buy tho

An 850 watter will let ya go to SLI's 780s in the future $95 .... 650 watter fro single card is $79

Is there risk in overclocking a GPU, and would I need a GPU cooling system?

Here is what I have so far, please put the best PC together with $1400 for me. That would be great!

There is always some sort of 'risk' in overclocking, though is it worth worrying about, no. The aftermarket (e.g. EVGA ACX) is good enough for overclocking the 780, no need for liquid.
