290x crossfire horrible performace

Hi so I'm running a 290x crossfire setup on a 990FX Killer Motherboard with a fx-8320 cpu with 16gb of ram and i'm on windows 8.1

My problem has been performace. I can barely crack 60fps on watch dogs with some major stuttering and when i'm running on full settings 1080p in crysis 3 i'm dropping down to 20fps sometimes. Is that normal or should I be getting better performance across the board? I'm looking online and i'm seeing 4k benchmarks that are blowing my numbers out of the water, so i'm just curious what could be the problem? Again it's a single monitor 1080p setup with both cards enabled and crossfire enable in CCC. The cpu is cooled, the cards are gigabyte reference models, and i'm running the 14.6 beta drivers. Maybe I should downgrade to 14.4? I never tried those since I just got the PC and the first driver I installed were the beta ones. Anyway help would be much appreciated.

So crossfire is enabled and I have restarted. Looking at the gpu performace i'm getting both gpus working in tandem with upwards of 90+% and yet i'm still netting like as low as 20 fps. Is that normal for this game, is it just that demanding even at 1080p?
