For these kind of Issues always provide basic information already so that it takes lesser time ..

Computer Build : Branded / Custom if Branded give name and model number
Operating System Version
Any Error message..
Is it application specific ?

To start with troubleshooting check Imaging devices in device manager and check if the cam shows there or not.

My laptop that the webcam works on, is of course, branded, it's a dell xps 15z, and has the same operating system as my custom built pc, windows 7 (64-bit). I don't know why the webcam does't work with my pc, I keep on trying and it says that some program is using the webcam, and it cannot be started. Yesterday I was really tired so I forgot to include a lot of information. Just tell me any information that I need.

Check Imaging devices in device manager and check if the cam shows there or not. If Not ( Try upgrading the USB Firmware within the system )

If Yes then - First Try disabling all the startup items and check .. if it does not fix then follow the next steps ..

1) Get the latest drivers
2) Check if any other IM software is running or not
3) Check for any virtual cam software in the system
4) It can also be caused by Facial Recognition software - try disabling it an check.
5) Also try creating a new user account to see if it works there.

Are you having difficulty getting your webcam to work on your Desktop or Laptop? If Logitech Quickcam 4000 is doesn't work (or doesn't recognize in your Operating System). According to Logitech website, Quickcam 4000 doesn't have drivers/software for Windows 7. If you're running W7, this might be the drivers issue that OS doesn't communicate with your Logitech Quickcam 4000. Try to plug in the Logitech Quickcam 4000 to your laptop and see if it work?
