I want to upgrade my computer's motherboard, CPU, and GPU?

Okay, here is my situation. I bought a low range gaming computer from best buy. It was a prebuilt HP pavilion. I bought it because it was cheap, good enough for the moment, and I THOUGHT i could upgrade it in a later time. I bought a Sapphire Radeon R7 250, hoping to pop it in and play, but it didn't even start up. I sent it to a computer guy who said my motherboard was an "older generation" or something, and this newer graphics card would not work with it.
So my main question is, if I bought a new motherboard and processor, preferably:

And used the same 500 Watt PSU, the same RAM, and the same HDD, etc. Would it all work with that motherboard and everything work out? Any thoughts, information, anything would be much appreciated as I have been through a real struggle trying to figure this all out, and I have wasted a ton of money, and want to get everything how it should be. Thanks.

Additional:
Current processor and GPU, if it helps:

CPU = AMD A10-5700 APU 3.40 GHz

GPU = MSI Radeon HD 6450

Oh, I've had a new PSU installed, it's not the orignal from pre-built. and I can't find anything on it related to amps on 12v rail.

Yes, I did try installing the drivers. All I know is the guy I sent it to said the 250 was a newer type of connection (something along those lines) and was not compatible with the motherboard. Then he put in the 6450 saying it was compatible. We initially thought the card was faulty, but he said it was fine.

What your problem MAY be is you have a prebuilt computer, that means an OEM operating system, these are generally tied to the mobo(or in Win8's came, usually the bios) changing the mobo generally means you will have to by a new OS, as to the original OS, it is a new computer & , again, OEM OS's only are to be installed on the original computer.

I followed all those steps, and when it got to the part where you enable/disable, the settings were already set the way the tutorial said they should be.

Well I guess changing the mobo should fix it but you need to call Microsoft for a new key. They should give you one if you say your just updating the mobo. Your old CPU should work in the new mobo

EVERYONE THANK YOU FOR THE HELP BUT THERE WAS NO PROBLEM TO BEGIN WITH???? Either those settings the tutorial Znoxz sent were changed since the last time I tried the card, or some sort of FREAKING MIRACLE, the r7 CARD IS FREAKING WORKING!!!
