Problems with deleting files

I am having problems with deleting a file in Program Files(x86) that requires me to wait 30 seconds to pull up a web browser - it says I am not an administrator when I am the only one.

regardless here is a tutorial on installing a registry exploit that allows your user to take ownership of any file in your pc, and is useful if you want to edit (including deleting) deep system files such as system32 files.

P.S it is for vista but i can confirm that it has worked on my WIN 7 , and 8.1 computers also
