True silence is 0 dB which is impossible to achieve with a fan. However silence, to you the user depends on a lot of things, namely your case design and its relevant features for dampening noise as well as how far away from you case you sit etc.
People's definition of silent can vary wildly. I have a pc running 24/7 with loud server fans and i sleep in the same room with it and it doesn't bother me while a friend has a single cpu fan in his pc that you can barely hear and it still pisses him off most of the time.
