a 430 watt psu will handle the 260x just fine, whats more important is the quality of the psu. yeah, whats the brand?

..No,not necessarily.
The 260x recommends a 500watt PSU, so a 430 watt psu will only handle it "Just fine" if its high quality.

cpu max draw is 100 watts, the 260x's max draw of 150 or less for a total max draw of 250 from those, add 10 watts for an hdd, 10 watts for a couple fans, a few for the mobo, ram, and you get a total max draw of around 300 watts, maybe up to ~340 with lots of accessories

Its not only a number of Watts a PSU needs to push out to power a graphics card,but Amperes as well.
Cheap PSU's normally dont push very many AMPs on the 12v rail,thats why i said a 430watt is "Just fine" if its high quality.

the 260x doesnt need very many amps, so even the lowest amp psu i could find, which is 14, would support this card, so aslong at there is 1x 6-pin pcie power connector, a psu of ~350 watts or more will power this system just fine.

The AMD r7 260x needs atleast 20amps on the 12v rail.
The 7790 needed 21amps and its the same thing with lower clocks.

Im not sure where you're getting your information from.
