Is this a safe bet? I don't want to start from square one all over again. I'm planning on getting a new SSD with the motherboard. Rather than going through cloning drives, I think I will perform a clean Windows install with the new board and drive, and then restore from a system image I will make beforehand saved on an extra or external HDD. Is Windows' own system image backup/restore tool reliable?

System Image from your old rig? Why do that? Good idea to start afresh with a clean install to your SSD from Windows Installation Media, and once up-and-running to create a Recovery drive employing a System Image for future use if all fails and you need to restore your System...
However, if your new Board is similar to your old one and you want to try simply using a System Image of your old rig and hope it will work, it is possible to achieve. Windows 8 very adaptable to new surroundings! I have successfully restored from a System Image several times, but never to a new Board...
Method differs slightly depending on whether you have 8 or 8.1
