ok so i normal have a 128gb SSD storing my best games and windows 8. i have 2 500gb HHD drives holding everything else i use. i just got a 1.5TB WD green HDD and when i plug it into my computer the 1.5tb drive works but one of the 500gb doesn't get recognized but it shows up in the bios. is this a limitation of windows or my motherboard. or even a psu. im getting a new corsair 500w psu in about a week but right now im using a cheep 500w one that i got from best buy for like $15

Shouldn't be a limitation of Windows. I am using four hard drives on a Windows 7 machine and would think you should be able to do so with Windows 8. It's hard to tell whether or not it is a PSU problem based on the information you have provided. What other components do you have installed? Please list the system specs and someone will probably be able to better help you determine the root of the problem.
