Random FPS Drops In All Games

When I'm in a game, my FPS will drop randomly from whatever it's at to about 10 FPS for about 15-20 seconds and it would occur after 2-10 minutes, depending on the game. The ping would be fine though so it's not the internet. The only time it would drop is if I set a max FPS in the game, but I can't set that for some games. The thing is that it didn't use have FPS drops until about a month or so and I didn't really change anything.

I've tried :
- Updating driver
- Cleaning tower
- Defrag
- Avast Quick Scan
- Removing some startup program and programs running in background

- Intel (R) Core i5-2320 CPU @ 3.00 GHz (4CPUs)
- 8GB RAM
- NVIDIA GeForce 9800 GT 4GB
- 460.00W PSU

In other posts with a similar problem, people usually had a heating problem. My friend also had a similar problem and he solved it with replacing the power supply. Any help is greatly appreciated!
 
There are so many factors that go into possible frame rate loss. The easy answer is lower the settings, get a can of compressed air and clean the card good to make sure it's got good airflow for cooling. PSU... I can see if maybe it's an old PSU or a bad PSU, other than that, shouldn't be the PSU. Try testing the card in another machine to try to single out where the problem is. Might just be time to put the old girl to pasture. On the up side, there's a bunch of much newer cards that are faster and more efficient.

Looking at the pics, 115C is a lot high for that card, there's your problem.
