huge rubber band lag spikes in game but not on voice chat programs

For about 1 week I've been getting in-game lag on pretty much every game i play example league of legends and cs go. This is happening on every computer I try to play on. The problem is that whenever I use programs such as ventrilo and check the ping it's completely fine. I've gone into cmd and pinged my IP several hundred times to check for packet loss and it tells me there's a 0% loss.

EDIT: i think it's also worth mentioning that it happens randomly at different times every day example sometimes its during the evening all the way to night time and sometimes it happens in the morning while other times it's completely fine. I haven't contacted my ISP yet as they're usually no help to me every time i call them so I'll consider calling them as a last resort.

I don't really need to put my specs for my pc since this issue is unrelated to my specs but here it is:

intel i7 4770k
G Skill Ripjaws 8 GB
H100i Water Cooler
ASRock Fatality z87 killer
Nvidia GTX 550 Ti
 
Solution
It is the routing between you and the game servers. It varies from session to session. Sadly I think there will be very little to do to improve things. It is one of the facets of the internet.

OK so what you describe as the issue is rarely a hardware or system software problem. The issue is latency, the time it takes for information to go to and from the gaming server. It can also be contributed to by lost packets in that exchange. You need to get your ISP involved. They will first go the easy route and have someone check the wiring. And they will find nothing there. You will have to push them to check the service on the pole and coming into your house. You also need to demonstrate to the tech what is going on. Log on and show him. Since the nature of the internet is to pass your connection all over to get to the server, could be the best routing that is auto selected by the ISP server is not the best after it passes the connection off. What games are the issue?

as far as i know every game is the issue but when i check my ping on ventrilo at the same time i see my ping as 20-25 which is normal. The games i've tried so far are Tera Guildwars 2 league of legends and CS:GO so im assuming it'll be the case with every game. But as i mentioned earlier, after a certain amount of hours everything goes back to normal like right now im playing fine with no lag issues, but it will come back during the afternoon tomorrow or the evening etc.

I'll try to contact my ISP tomorrow because im sure it has nothing to do with my end.
