R9 280 = 7950
R9 280x = 7970 ghz edition with slightly lower clocks
That would be why the 280x is more expensive.

Depends on your budget, the price difference and if you want maximum performance that might max that budget.
If you can afford it and want the max performance for your dollar the 280x would fit that bill. If the 7950 fits your budget better, then it's a good buy. If both are affordable to you and the price difference is under $100, I'd get the 280x.

Personally, I would rather have the 280x. The 7950 is a decent card too though. You can find the latest prices here.
